If this is indeed the artist Henri Joseph Harpignies, then the following biographical information applies: Landscape painter and graphic artist (1819 Valenciennes – 1916 Saint-Privé/Yonne), significantly influenced by the Barbizon School and Camille Corot. Exhibited regularly at the Paris Salon beginning in 1853.
