If this is indeed the work of the artist Edward Brian Seago, then the following biographical information applies: An English landscape painter of the 20th century, stylistically following in the footsteps of John Singer Sargent. He served in the Royal Engineers during World War II. His work was highly regarded by members of the British royal family, which brought him considerable popularity. Today, he is best known for his landscapes, which blend the atmosphere of the sky with the horizon of the sea.
