Hugo Grotius (Dutch: Huigh or Hugo de Groot; 1583 in Delft, Republic of the United Netherlands; 1645 in Rostock, Mecklenburg) was a political philosopher, reformed theologian, legal scholar and early Enlightenment philosopher as well as a pioneer of the idea of tolerance in religious matters.
Grotius is considered one of the intellectual founding fathers of the idea of sovereignty, the doctrine of natural law and enlightened international law. He founded an independent systematic science of international law. His main work De Jure Belli ac Pacis libri tres was published in 1625. (wikipedia).
